Rockville, Maryland - The Montgomery County Association of Administrators and Principals (MCAAP) Announces New Executive Director.
Dr. Christine Handy, President of MCAAP, is pleased to announce Andre Phillips has been hired as the new Executive Director of the Montgomery County Association of Administrators and Principals (MCAAP).Mr. Phillips is a highly accomplished labor-management relations professional with over 15 years of experience in union leadership, negotiation, and strategic labor consulting. His impressive career includes service as a Federal Commissioner of Mediation with the Federal Mediation and Conciliation Service (FMCS), where he mediated high-stakes labor disputes across public and private sectors. He has also served as National Representative for the National Association of Government Employees (NAGE/SEIU), supporting over 30 local unions and advocating for nearly 10,000 members across the Mid-Atlantic region.
Earlier in his career, Mr. Phillips was elected and served as President of the Fraternal Order of Police – Department of Youth Rehabilitation Services, a role he held for more than a decade. In this capacity, he negotiated multiple collective bargaining agreements, safeguarded member rights, and built a strong culture of representation and trust—while also maintaining full-time employment. His long-standing commitment to labor justice and service leadership was forged not only through his professional journey but also during his honorable service in the United States Navy.
Mr. Phillips was highly recommended and resonated strongly with both interview panels, including the MCAAP Board of Directors. We are confident that his deep expertise, strong political acumen, and demonstrated integrity will serve our members well. He will begin with MCAAP on July 1st.
